If the board has researched a topic and recommends a course of action, should the board explain its recommendation and wait for a member to make the motion, or can the board move that the course of action be taken? The "reporting member" (of the board) can conclude the board's report by making a motion. Note that the board, as a board, will not be present at a meeting of the general membership.
