Richard Brown Posted October 16, 2014 at 08:42 PM Report Share Posted October 16, 2014 at 08:42 PM Once you have made your motion and it has been seconded, the chair has a duty to place it before the assembly, called "stating the motion", unless it is out of order for some reason, such as calling for something to be done that conflicts with the bylaws. In that case, he should actually rule it out of order and state why. His ruling can then be appealed to the assembly. He cannot, under the rules, just ignore your motion.
