Principle that something assigned in bylaws to a particular body is assigned exclusively to that body

I've been told that it is a basic principle that something assigned in bylaws to a particular body is assigned exclusively to that body, but I have not been able to find that in Robert's Rules.  Can someont point me in the right direction, or if I am wrong on this, let me know?  Thanks.
