Mitchell Posted December 6, 2014 at 05:55 AM Report Share Posted December 6, 2014 at 05:55 AM Is it allowable for a special rule of order or a standing rule to limit the right to vote to those who have held membership for a minimum number of days? My inclination was that it would not be, but I'm failing to find a reference in RONR saying that any restrictions on voting rights have to be in the bylaws (though I have found references to the right of all members to vote being a fundamental principle of parliamentary law and a basic right of individual members). Dan Honemann Posted December 6, 2014 at 01:20 PM Report Share Posted December 6, 2014 at 01:20 PM Is it allowable for a special rule of order or a standing rule to limit the right to vote to those who have held membership for a minimum number of days? My inclination was that it would not be, but I'm failing to find a reference in RONR saying that any restrictions on voting rights have to be in the bylaws (though I have found references to the right of all members to vote being a fundamental principle of parliamentary law and a basic right of individual members). You might want to look at what is said on pages 571-72 regarding the article in the bylaws on members.
Hieu H. Huynh Posted December 6, 2014 at 01:51 PM Report Share Posted December 6, 2014 at 01:51 PM The section to which Mr. Honemann referred in Post #4 includes the following line - "voting rights cannot be suspended unless the bylaws so provide". (RONR 11th ed., p. 571 l. 35 to p. 572 l. 1)
