Yes, if the president is a member of the board, he/she can resign as president and remain a member of the board..... unless the president is a member of the board ex-officio solely by virtue of being president.   But if the president is also a duly elected member of the board, he or she can resign as president but remain as a board member.

If a president resigns can they resign from their duties and remain a board member?

Also how can a board prevent them from obstructing business out of spite?

It depends.

 

If the president was elected to the office of president as such, and is therefore on the board, then resigning from the presidency means resigning from the board.

 

If the president was elected to the board as a board member, and then the board elected its officers from among its own number, then the president can resign from the presidency and remain on the board.
