The line of Duty of officers

The president can ask but It's up to the assembly (the members present) to decide who will serve as a chair pro tem (a temporary presiding officer). It may by best to let the secretary focus on her job as secretary.

 

Apart from the president and vice-president, there's no "line of duty".

The secretary may or may not be elected chairman pro tem for the meeting.

Hopefully, the secretary will not be elected chairman pro tem so that, as Mr.  Guest suggested, he/she can concentrate on taking minutes and it won't be necessary to also elect a secretary pro tem.  But, I suppose that's up to the judgment of the assembly.  :)

If the President and Vice President will be unavailable for a meeting; do the President

ask the Recording Secretary to stand in as President Pro-Tem? And what if she refuses

to accept the task? Who should stand in as President? 

 

Of all the people who might serve as chair pro-tem, the secretary would be the worst choice, since recording and presiding simultaneously will invariable cause one or the other task to suffer badly.

 

RONR requires a minimum of two officers:  Presiding and Recording.  Trying to have one person do both is a mistake.
