Edgar Guest Posted December 16, 2014 at 04:25 PM Report Share Posted December 16, 2014 at 04:25 PM 1. No. 2. Only members (of the body that is meeting) have the right to attend meetings (of that body), make motions, engage in debate, and vote.

Edgar Guest Posted December 16, 2014 at 06:22 PM Report Share Posted December 16, 2014 at 06:22 PM How do you become a "non-voting officer"? I think Ms. Ingher's second question was predicated on an affirmative answer to the first. All officers are not necessarily members of the board but perhaps some in Ms. Ingher's organization thought they might be, in a non-voting capacity. The fact that they're not spares us the question of whether non-voting members can make motions.
