Guest Larry Posted December 17, 2014 at 08:19 PM Report Share Posted December 17, 2014 at 08:19 PM Can a chair of a meeting prevent any debate on a presented motion?
Edgar Guest Posted December 17, 2014 at 08:22 PM Report Share Posted December 17, 2014 at 08:22 PM No. The chair can rule a motion out of order. Or rule that a particular motion isn't debatable. Those rulings can be appealed. But I suspect that's not what you're asking. A few more details would be helpful.
Guest Guest Posted December 17, 2014 at 08:28 PM Report Share Posted December 17, 2014 at 08:28 PM The motion will be made this evening at a church business meeting to terminate a part time youth minister. Once the motion is made and seconded can the chair call for a vote without a debate of the motion by the assembled members?

Edgar Guest Posted December 17, 2014 at 08:32 PM Report Share Posted December 17, 2014 at 08:32 PM The chair is just one member. With one vote. This FAQ might be helpful.
Rev Ed Posted December 17, 2014 at 08:56 PM Report Share Posted December 17, 2014 at 08:56 PM Some motions, per RONR, are not debatable. So in some cases, the Chairman is quite correct to rule that debate is out of order per the rules of RONR. Otherwise, a Chairman cannot do so. Richard Brown Posted December 17, 2014 at 09:20 PM Report Share Posted December 17, 2014 at 09:20 PM While I agree with Rev Ed's statement, it appears that the motion at issue, as described to us, is one which is debatable. Edited to add: Since it involves a personnel issue, it would also be appropriate for the motion to be dealt with in executive session. It takes a majority vote for the assembly to go into executive session unless you have a customized rule to the contrary.
