And, of course, the report should be followed by nominations from the floor. And you don't vote on the nominating committee's report. You either vote for some (or all) of its selected candidates or you vote for someone else. You didn't use the s-word (and bless you for that) but it sounds like (and I hope I'm mistaken) your organization simply "rubber-stamps" (and installs) the nominating committee's selections.
