Nominating Committee Report

Is this report given at the meeting at the same meeting that will be installing the new year officers or is it given and voted upon at the meeting prior to the next meeting that will install these officers?

Well, let's first replace "installing" with "electing".

 

Either meeting is okay. And, of course, the report should be followed by nominations from the floor. And you don't vote on the nominating committee's report. You either vote for some (or all) of its selected candidates or you vote for someone else.

 

You didn't use the s-word (and bless you for that) but it sounds like (and I hope I'm mistaken) your organization simply "rubber-stamps" (and installs) the nominating committee's selections. That's no way to hold an election.

You left out nominations from the floor, and you also left out a little thing called the election.

You don't just nominate people and install them, unless they are running unopposed and your bylaws do not require ballot voting in cases like that.
