My question is when someone brings up a item such as a fundraiser is it a requirement that items be tabled for 30 days before they are voted on. Also if someone on a board request a special meeting to resolve a issue is there a certain time frame to have that meeting?

RONR does not have "a requirement that items be tabled for 30 days before they are voted on". Such a requirement would have to be in your rules. Generally, members can make a motion, debate and vote on it at the same meeting. 

 

The board can validly have special meetings only if authorized in the bylaws. The bylaws should specify who calls such meetings and the notice required.

I agree with Mr. Huynh's reply. If an assembly feels like it would be a good idea to have the proposal studied further it can, by majority vote, refer the matter to a committee with instructions on when to report back to the assembly.  It's an effective tool to iron out a lot of debate and make recommendations without wasting a lot of meeting time conducting this kind of work.
