There is question as to whether or not a member can refuse that assignment. It is understood that the member cannot be forced to fulfill the duties of that assignment. Involuntary servitude has been illegal since 1865, except as punishment for a crime. I suppose the bylaws could make acceptance of committee service a compulsory duty of membership, but if not, then the answer to your question is Yes.
