Communication between board members outside of meetings

I've heard from one or two people, one a board member who is a stickler for the rules, that our HOA board members are not supposed to communicate outside of board meetings about upcoming agenda items or board business in general. If it is suspected that two or three of them did communicate and agreed to all vote the same on an issue, is that considered wrong...like misconduct or something?

Nothing wrong with it as far as RONR is concerned.

Not according to RONR.  But HOAs are sometimes subject to state laws that supersede RONR, and I'm familiar with some laws with provisions like what you're describing.  A lawyer would be able to tell you what the situation is regarding HOAs in your locale.

 

According to RONR there's nothing wrong with members getting together outside a meeting.  They just can't conduct any actual business.
