Anything that can be done in so-called "open" session can be done in executive session. The only thing (though it's an important thing) that meeting in executive session does is impose confidentiality (aka "secrecy") on the proceedings. Non-members can be invited to attend a meeting held in executive session (though it's not common) and non-members can be excluded from a meeting held in "open" session. Also, how do you manage to start the meeting in executive session without a motion to go into executive session (which would presumably be done in open session)? If an assembly customarily (or by rule) meets in executive session I don't think a motion to do so is required. Not that that's necessarily the situation in this instance.
