No rule in RONR gives an "executive member" (whatever that is) the power to appoint a committee, or prohibits anyone from volunteering for anything. Unless your rules provide otherwise, it is at the assembly's discretion how a committee will be appointed. See RONR, 11th ed., pgs. 492-496 for more information. They rules should be entered into the By-laws, especially when dealing with Standing Committees (i.e. permanent ones that will not go out of existent.) The By-laws could empower the President to appoint Committee members, or the Board can be empowered to do so. By default, the general membership would be empowered to do so unless the By-laws, or the motion creating the Committee, states otherwise.
