When a committee is formed....is it appointed by an executive member?  Or is it voted upon by the assembly? Can a person who want to form a committee volunteer as chairperson over that committee?

 

No rule in RONR gives an "executive member" (whatever that is) the power to appoint a committee, or prohibits anyone from volunteering for anything.

WOW, thank you Mr. Daniel.  Executive member?  President, V.P., Treasurer or Secretary.  Mainly the President or V.P.  Should have said Executive Officers.  I sure appreciate this site.  Much reading and studying I must do, surely don't want to get thrown to the wolves in not knowing.

Unless your rules provide otherwise, it is at the assembly's discretion how a committee will be appointed. See RONR, 11th ed., pgs. 492-496 for more information. A person is free to volunteer, although there is no guarantee that he will be selected.

How Committees are formed in an organization is up to the organization.  They rules should be entered into the By-laws, especially when dealing with Standing Committees (i.e. permanent ones that will not go out of existent.) 

 

The By-laws could empower the President to appoint Committee members, or the Board can be empowered to do so.  By default, the general membership would be empowered to do so unless the By-laws, or the motion creating the Committee, states otherwise.

 

Anyone can volunteer to serve, but that does not mean that those who volunteer will be selected.
