At our annual meeting we elect directors. we have 3 positions open, if we have 4 candidates, and our documents states they must receive a simple majority of eligible vote to be elected,  and 2 candidates get less then required to be elected, is there a run off for those two, or is the voting over and there are only 2 elected?

The two candidates who did not receive a majority vote are included in the second round of balloting.

Also, nominations may be re-opened (by majority vote) if desired, and also there should always be write-in spaces included on the ballot for each open position.

In many organizations that's the (unspoken) general rule--whoever doesn't show up gets all the unpleasant jobs.
