Recording a meeting

Not directly. What it does say is that the assembly controls its meeting environment and may, by majority vote, decide to allow or prohibit recordings of its meetings (p.265,ll.28-29), and that the use of a recording device may be of help to the secretary in preparing the minutes (p.471, ll.26-28).
