If the subsequent meeting was held within a quarterly time interval and it is not taken from the table by the end of that meeting, it automatically dies. If the subsequent meeting was held more than a quarterly time interval from the earlier meeting, it was already dead and did not come over to the subsequent meeting. Also, the motion to lay on the table is not being used properly. You should be using a motion to postpone.
