If you're asking if a board officer can be made a member of a committee, then Edgar's answer of "Nothing in RONR prohibits it" applies. If you're asking if a board officer can just insert himself into a committee, without being elected or appointed or otherwise made a committee member, then the answer is no, unless invited by the committee.
