Well, unanimous consent could do it but, yes, it's up to the board to permit non-members to attend a meeting (whether held in executive session or not). I think we once came to a sort of consensus here that, in a so-called "open" meeting, non-members can attend unless excluded and, in a meeting held in executive session, non-members can't attend unless specifically and individually invited. The answer is yes, an assembly must vote to go into executive session... unless all of their meetings are held in executive session, which sometimes happens.
