That's the entire section on "Commit or Refer" I don't see where it addresses guest Jim's question. If there's something in there that directly addresses Jim's question, can you cite it? Is the committee standing or special? If it is special, does the motion creating it specify the chair or not? Often the president of a club is automatically a member of all committees, but maybe not in the poster's club.
