I would like to invite our parliamentarian to seat in an advisory capacity. No where is it written that only past governors can participate. Did the establishment motion (or other documentation) also specify who the members of the committee are, and set out any other rules for the committee? Not to mention the job of the committee. Do you mean you'd like to invite the parliamentarian as an advisor? You can invite him, but it's up to the assembly (the members present) whether or not non-members can attend (and participate in) the meeting.
