Nobody's consent is necessary in order to propose an amendment. Edited to add: proposing a substitute motion is the same as proposing an amendment. A substitute motion is a form of amendment. I assume by the "questions" part of the motion, you mean the "debate" on the motion. No permission is needed. A majority agreement, however, is needed to amend the pending motion.
