You always round up when calculating the required vote. 10 members is only 58.8 percent.... less than 60 percent. Caveat: Be sure your bylaws actually say 60 percent and not two-thirds. Liven up a meeting, no end. 11 have to sign (or vocalize). Always round up for votes because 10 is less than 60% of 17 and is not sufficient.
