Approving minutes of meetings where there was no quorum

Question is on same subject.  Meeting scheduled but quorum was not present.  No actions were taken but reports were made and presentations given those who were in attendance.  Draft minutes were produced but not offered for acceptance at the following meeting when there was a quorum.  Reason given was that since there wasn't a quorum that there could be no minutes.  Therefore, the report given to those members in attendance and the public are not a matter of record.  Draft minutes are not eligible for FOIA.  I contend minutes should have been presented for adoption regardless of whether there was a quorum at that meeting or not.
