Informal meetings

From time to time, it can be useful for our condominium council to meet informally to consider how best to respond to questions owners have raised or simply to plan for our next formal meeting. Is this OK? Should a brief summary of such meetings be sent to all owners?

There are no "informal meetings". It's either an official meeting or it's not.

 

That's not to say that any number of council members can't get together to chew the fat. Just don't use the m-word and don't try to do anything official.

So far as RONR is concerned, there is no problem with members of the condominium council discussing matters outside of an actual meeting of the council. It is not required to send a summary of such discussions to all owners, but it is also not prohibited.

With that said, HOAs and similar organizations are frequently subject to procedural rules in applicable law covering a variety of subjects. Any such rules would supersede RONR, so you might wish to look into that.

As long as it's made perfectly clear that these discussions did not take place at a meeting of the council.
