I don't think a "Pro Tem Treasurer" can be elected at all, unless the bylaws provide for such a position. RONR provides for Pro Tem positions for the Chairman and Secretary, since these positions have duties in connection with meetings, but there is no such position for the Treasurer. If not, amend your bylaws so you have a Treasurer, and then elect someone to that position. I don't know what a "Pro-tem Treasurer" is either, and I'm doubtful that they exist.
