All committee reports are then sent to the membership to read. At the General Meeting no opportunity is given for any member to discuss the reports. . what would the proper way be ,to bring up a discussion about one of the reports at a meeting. If there is a motion, the proponent or author of the report will make the motion at a meeting and there will (or should) be ample opportunity to discuss and dispose of the proposal. It seems we have had several threads in this forum indicating that such discussions.... at least in the form of questions and answers about the report.... are in order. Page 34 even makes reference to rising for a request for information when no motion is pending. "In general, however, when a member has obtained the floor while no motion is pending—unless it is for a special purpose, such as to ask a question—he makes a motion immediately."
