Well, sending a letter to the board does not compel them to make a motion, or do much of anything.  Make the motion at a meeting of the membership, and you can do what you need to without involving the board.  (Presuming your board is subordinate to the membership, which is usually the case, but check your bylaws.)

    A formal letter was sent to the President requesting a forenic audit of our club ,There has not been an audit in 20 years.the present President woul not read the letter to the Board of Directors after several requests from a board member.What our our options .our bylaws state that there will be an audit of our finances ever two years by the audit commette .We have not had an audit commettee in several years.

Are there any mention of the rules in  roberts rules 11 edition

 

The book is filled with rules. And one of the most basic rules is that a majority decides what to do. So if you want to order a forensic audit, make a motion to do so and get a majority of the members (present and voting) to agree with you.

 

As Mr. Novosielski noted, if the board is unresponsive, the general membership can act.

 

You might also consider disciplinary action against whoever is responsible for populating the audit committee.

A board member can make a motion ordering the letter to be read, or simply make a motion ordering a forensic audit. Majority rules. Alternately, a member could make a motion to create an audit committee, raise a Point of Order tha an Audit Committee needs to be created to perform an audit, and Appeal from the decision of the chair if necessary.
