In a Special General Meeting, can the doors be locked at a certain time.

If you're asking if members who arrive late can be denied their right to attend the meeting, I'd have to that, absent some rule in the bylaws (or some superior rule or law), the answer would be "No".

Nor can members be prevented from leaving early.

Except in proceedings under a Call of the House (which does not apply in voluntary societies), or when taking a counted rising vote: 

 

"In all but small assemblies, the doors should be closed and no one should enter or leave the hall while a count is being taken."
