Until the Chair has stated the question (putting it before the assembly for consideration) the motion maker can unilaterally withdraw it.  From the point the question has been stated until voting has begun the motion can be withdrawn with the assembly's permission (requires a majority vote).  After voting has begun it is too late to withdraw the motion.  See RONR pp. 295-298.
