In Part 1 Rules of Order, Article I,10, (5) To Consider a Question a Second Time, it states ,under ( "If a motion has been adopted, or rejected, or postponed indefinitely, and afterwards one or more members have changed their views from the prevailing to the losing side, and it is thought that by further discussion the assembly may modify or reverse its action, the proper course is for one who voted with the prevailing side to move to reconsider the vote on the question."  Is this the procedure being referenced in the above answer?

No. By the way, you are referring to the 4th edition of Robert's Rules of Order, which is 100 years old. The current edition, the 11th, was published in 2011.

The text you cited refers to Reconsidering a motion at the same meeting at which it was defeated (or adopted).

 

The original question (and answer) refers to Renewing a defeated motion at a subsequent meeting.

 

Note that the term "Reconsider" has a very specific parliamentary meaning which differs from it's meaning in ordinary usage.
