Changing the quorum

Previously I asked for clarification of our quorum. Thank you for your replies.  The Executive Board states we must have 10% of our membership at a meeting for a quorum.  A lack of a quorum has prevented the members from overriding many of the decisions the Ex. Board have made that are not in the best interests of the members.  

 

There has never been a quorum at our meetings in the history of our union. Our union was formed in 2000.  The most we have had is approximately 40 members.  According to Robert's Rules the quorum can be changed, chapter XI, Note on Procedure in Changing the Quorum Provision in Bylaws.  The proper procedure is to strike out the old provision and insert the new provision, which is moved and voted on as one question.  Should this be done via a petition to the members or a vote at the next meeting?  Please advise the best method to handle changing the quorum.

As Mr. Stackpole noted, it's not what the board says, it's what the bylaws say.

Of course you'll need a quorum before you can change the quorum.

it has to be done by a vote at a membership meeting (at which you never have a quorum).  It may take a 2/3 vote to do it, and it may require advance notice of the proposed changes, and other hoops to jump through.  

 

You will have to consult the bylaws in the section (usually toward the end) that contains rules for bylaws amendments.  And of course you'll need a quorum.
