Newbie, if you contact your state association president, he or she might know of other people in your area who are interested in forming a local unit.  A lot of NAP members belong to their state association, but not to a local unit.  I imagine you found the information on Maryland, but, in case you didn't, here it is:  http://www.parliamentarians.org/about/nap-in-your-area/#Maryland. There is a hotlink to the Maryland Association.

 

The people in the NAP office are very helpful, too.  Don't hesitate to call them.
