Incompleted Committee Assignment

Our standing rules committee was unable to vet all the proposed rules. Our convention rules require all proposed rule changes be vetted through the standing rules committee. In general assembly, someone will most certainly try to address one or more of the rule proposals that were not dealt with in committee. Should that happen, the process would be in my estimation: 2/3 to suspend the committee vetting rule, resolve into committee of the whole for purpose of dealing with the rule that a member wishes to deal with. Thoughts?

I think you can suspend that convention rule with only a majority vote (RONR, 11th ed., p.620, l.33 - p.621,l.2), assuming that the standing rules committee requirement is not part of your bylaws.

 

But why do you feel it is necessary to go into a committee of the whole to deal with these rules proposals?

It is part of our bylaws unfortunately.

 

If it is part of your bylaws, why did you first say, "Our convention rules require . . ."?

And what rules are proposed to be changed? The convention rules themselves?
