If quite some time has elapsed, or if the body which approved the purchase (the board? the membership?) has had a change of heart, the motion to purchase the chairs can be rescinded or amended up until the chairs are actually purchased. Edited to add: If they haven't been purchased, the motion remains valid until rescinded or amended, regardless of the approval of a new budget. If they have been purchased, then it might (or might not) be necessary to amend the budget. But, the chairs now belong to the society.
