If the President and VIce President are absent, the Secretary presides over an election for a Chairman Pro Tempore, who presides for the remainder of the meeting or until the President or Vice President show up.It seems your Vice President has additional duties. I don't really know what you mean by "to give members their obligation," so I haven't the slightest idea whether someone else can perform this duty in the VP's absence.
