Can a Past Pres. chair a meeting of the board of directors if the 2nd/1st VP,s & current Pres at the meeting

Yes IF:

1) The President, 1st VP, and 2nd VP for whatever reason don't want to preside and there is no objection when the President appoints the Past President as the Chair pro tem (or if there is an objection the assembly by majority vote elects him or her).  See RONR pp. 394-395.

OR

2) The assembly Suspends the Rules and elects the Past President Chair Pro Tem (requires a 2/3 vote).

Referring to Chris Harrison's answer # 1, unless unanimous consent is granted, wouldn't a suspension of the rules by a two thirds vote be required in order to allow someone else to preside?    I agree that the past president could be allowed to preside by majority vote if there is no vice present available to preside, but I believe it would require a two thirds vote to suspend the rules if there is a vice president present who is able to preside.
