Our president says that a quorum is not need for committees because committees do not pass anything only the board. Our committees make rules and regulations, approve contracts, what the budget should be for the committee and these are approved by the committee and sent to the board for approval.. The quorum is a majority of the members of the board or committee, and yes, a quorum is required for a committee. See RONR, 11th ed., pg. 347.
