I serve on a committee made up of 12 members and 1 chair. It is for a non-profit organization (501©7). We operate on a fixed voting schedule with discussion period for motions from the 1st through the 8th each month and the motions stated and call for vote to begin on the 9th continuing through the 15th of each month.

The Board of this organization recently instated 2 new committee members. Each became active full members of the committee 24 hours prior to the call to vote. By the rules they are allowed to vote, even though they have not participated in any of the discussion or development of the motions. Can the motions be withdrawn and held over for another 30 days to allow the new members the opportunity to study and comment on the motions?

Assuming - perhaps a big set of assumptions - that your have all of the system that you work under  spelled out (it is well removed from any RONR setup) in your rules, it would guess that it would be proper for anyone to offer a motion to postpone further consideration (and eventual vote) of a motion under consideration until a later voting period in your schedule.  But you would have to do that prior to the start of your voting period  --  votes cannot be interrupted - p. 408 (if that rule applies at all in your case).

 

But this is only a guess because of the unusual nature of your setup.
