I work for an organization with a Board of Directors and multiple committees. The committees will discuss and vote on motions via email and our policy has laid out a way for them to handle this. Our bylaws state that we follow Robert's Rules for anything not covered. We have had a new member added to a committee. The member was added in the middle of a 5 day period where the committee was voting on an email motion. Is this new committee member allowed to cast his vote on the motion even though he was not there for the discussion phase? Thank you for your time!
