There is nothing in our by-laws stating the contrary. One of our members has stated emphatically I am not allowed to, so I'd like to have 11th edition page number(s) to state one way or the other. As chair, you are permitted to speak in informal discussion & debate without leaving the chair. But note the ** footnote on p. 488 also. To your question of making motions, the footnote explains you can submit proposals without a formal motion.
