Robert's says before a convention can transact any other business, it must officially form itself into a single voting body- which is to be done at the first business meeting. The official organization of the convention is brought about by the separated consideration and adoption of the reports of 3 committees- The Credentials Committee, The Standing Rules Committee and the Program committee in that order. These committees are formed b4 the convention ,but we hear reports of those 3 committees at our first session. Credentials does a final report on the 2nd day right before we elect officers. We do ask for District Presidents to state the number of their delegates, delegates at large and alternates on the first day but of course it changes every day of the convention. We do read the special standing rules for the convention on the first day and do get a report from the Program committee- Could we eliminate the District Presidents from stating their current number of delegates, delegates at large and alternates on that first day meeting?-- Or is that considered our Credentials report? Replace the informal report from the District Presidents with a formal report from the Credentials Committee, to be adopted by the assembly. This step is absolutely required. The adoption of this report is what establishes the voting body of the convention. I'd note that the other reports also must be adopted, and it seems unclear whether this is done. The language "read the special standing rules for the convention" and "get a report from the Program Committee" might suggest that these reports are read but no action is taken. The standing rules of the convention and the program must be adopted by the convention to be binding, unless your organization's bylaws provide otherwise.
