Our Board's organizational meeting, which includes the nomination/election of officers, is held each January.  Our Secretary resigned effective August 1.  Can the President appoint someone to fill the office until January or does it have to go through the nomination/election process?

What do your bylaws say about filling vacancies?   Bylaws usually provide a means of filling vacancies.  If your bylaws are silent, and if RONR is your parliamentary authority, it provides that a vacancy should be filled by the same body that elected the officer.  Previous notice of an election to fill the vacancy must be given.  See RONR pp 467-468.

 

Note:  if your bylaws authorize an executive board to fill vacancies or to conduct the affairs of the society between meetings, then that board, rather than the general membership, can fill the vacancy.

Secretary resigned from the position and the board

 

Then, as others have suggested, you'll need to look to your bylaws for any "mid-term" vacancy-filling provisions. Your president can only fill the vacancies if your bylaws give your president the authority to do so.

 

It seems clear that the board can elect a new secretary from among the (remaining) board members but it's not as clear whether the board can also elect a new board member. Keep in mind that you have two vacancies, a vacancy on the board and a vacancy in the office of secretary and the procedure for filling each might not be the same.

Assuming the board elects the officers from among the board members, did the secretary also resign from the board or just from the office of secretary (while remaining on the board)?
