all member meeting chair

At an All Member Meeting can the membership select a chair to preside over the meeting ? In the past it has been the President but there has been debate that it does not have to be; since the meeting is the memberships and not a board of directors meeting.

Based on your question, I think you may have your thought process backwards. What should happen is that the membership elects the president they want to preside over their meeting and that person may or may not be the chairman of the board, depending on the rules of the organization. We would not expect it to be the other way, in which the chairman of the board is elected and that person is the ex officio president of the organization (though I have seen bylaws which made the chairman of the board the ex officio vice president of the organization).
