who gets minutes

Only the members of the body that is meeting (e.g. the members of the board if it's a board meeting) have the individual right to view those minutes. It doesn't matter if they attended the meeting or not.

 

The general membership of an organization can order the minutes of board meetings be read at a meeting of the general membership. But that's a collective right, not an individual right.

 

There's no requirement in RONR that copies of the minutes be given to anyone (members or not).
