In my organization, there are 7 members of the nominating committee to slate people for elected office. One member is selected as chair. Can the chair vote when deciding on a nomination?

Yes. In fact, RONR says (p.500) that "the chairman is usually the most active participant in the discussions and work of the committee".

 

Note that this is the opposite of what's usually expected of the presiding officer (see FAQ #1).

 

And you might want to avoid using the word "slate", especially as a verb.
