Proposed member motion to BOD

Vicki, it appears the answer to your question will be found in your own bylaws.  Without more information, I don't believe we can be of much help.   I'm not sure what your rules say or what you are asking.  Can you elaborate?

The Bylaws are in the process of being reviewed and the following change is being suggested:  We cannot find a reference in RONR.

"

Member Motions.  Any member in good standing may propose, through the ARC Secretary, a motion signed by a minimum of 25 members in good standing.  If a motion is within the purview of  1general management of club affairs it will be considered  2Out of Order. The Board of Directors must vote on a valid motion within 30 days after receipt.

 If the Board of Directors vote and fail to pass a motion,  the Board is then required, at the written request of the member, to publish the exact same motion in the membership section of the ARC website and in a mass emailing in the form of a 3ballot to the membership along with recommendations of the Board.  At least 20% of the membership must then print, sign and return the ballot to the Secretary within 30 days for the motion to be considered approved.

In lieu of the above, any member may submit written suggestions or recommendations to be considered and responded to within 30 days by the Board of Directors.

These procedures apply only to this Section."

The organization can put whatever it wants in its bylaws so long as it doesn't conflict with an even-higher level rule. Your bylaws supersede RONR, so nothing in RONR will stop you from adopting the proposed amendment.
