Can a member nominate him or herself for an elected position (Vice President)?

Yes. Some here (not I) like to refer to it as "volunteering".

 

We're told that General Robert (the first "R" in "RONR") described nominating oneself as "indelicate".

 

From a purely political perspective, it would be better if this person could find someone else to make the nomination.

As Mr. Huynh suggests, there's nothing in RONR that prohibits a person from nominating himself. So if someone says that there is, the burden of proof is on the person making that claim to produce the rule.

The way you might look at it is, being a member entails having the right to nominate (RONR, 11th Ed, top of p. 3, where it says "concomitant" to encourage us to go back to law school finally), and RONR ("Robert's Offspring Never Relaxes"), gives no restriction on whom a member may nominate.
