can a item brought up at a meeting be voted on if members are not previously made aware of the subject.

With the caveat that that a special meeting the agenda is typically set as to the subject, thus motions pertaining to that subject are in order but diverging from the agenda is not.

I think what you mean to say is that a special meeting is limited to conducting business related to the items included in the call of the meeting (plus procedural motions related to that business or to the conduct of the meeting). The call is not the same thing as the agenda (which is rarely needed for a special meeting).
