It was said that if everyone at the meeting agreed the vote could go ahead. Other AGMs which I have attended would not allow a new item not on the agenda. On of those documents may indicate that only items on the Agenda for the AGM may be voted upon. In other organizations, any member may make a motion to do something under New Business. Such a rule would have to have been formally adopted, though, and would usually have to be in the bylaws or special rules of order. At a convention, it could be done in the Convention Standing Rules.
