AGM Motion for item not on agenda

It all depends on what the By-laws and Constitution of the organization states, or what a statute covering the organization states. On of those documents may indicate that only items on the Agenda for the AGM may be voted upon.  In other organizations, any member may make a motion to do something under New Business.

Billdav, per RONR, new business may be proposed by any member without prior notice while the organization is considering "New Business", but your organization may have a specialized rule on the subject.  Such a rule would have to have been formally adopted, though, and would usually have to be in the bylaws or special rules of order.   At a convention, it could be done in the Convention Standing Rules.
